it used to be that in the UK you could ride a motorcycle at 16, but I think you're restricted on engine size/output these days. You also used to be able to drive a three wheeler, and I think you're allowed to drive something with a very low output, like a Ligier.

That's the route I took. Passed my motorcycle license at 16 then later on I jumped into a three-wheeler and taught myself to drive before getting a normal car and passing my test for that too.
The Ligier looks about the same size as a Microcar, which a friend of mine drives on his motorcycle license, so it'll probably come under the same rules.
Motorcycles are now restricted on engine size/output for learners with an output restriction continuing for the first two years after getting a full license. There is, however, a direct access route for riders over 21 allowing you to ride any motorcycles straight away.
For cars there is no restrictions on engine size/output but you can't get a license until you are 17.

Took the girlfriend and her 12 year old daughter out for a ride this weekend. Her daughter kept throwing her hands up in the air screaming "go faster" I did a full throttle run up to the speed limit on a 50mph road and she was still screaming "go faster" I created a monster!!
