I would think that all this concern over a little rust is a bit myopic in view. The Atom, US or UK, is a sealed frame due to the way it is assembled. Other than possibly a little possible condensation, it's sealed. If you are worried about water and losing sleep at night that possibly your AtomBaby is rusting away in the garage then install a schrader valve and fill the frame with nitrogen, of course you'd have to do that for each tube, between the weld joints at the lowest point. But then those that did would complain about the hole for the valve weakening the structural strength of the chassis. See what a slippery slope it could become?
Regardless this is not thin walled steel that is going to rust through anytime in the next few decades. When the tubes are welded the heat from the process pretty much evaporates the majority of any moistness and shortly thereafter the welded up frame is powdercoated. I just don't see where rust comes into it from that point forward unless some idiot starts cutting into the frame and leaves a tube end open to the elements. A person is more likely to scratch the powdercoat and have it rust from the outside. Especially in the UK where you are a lot closer to the coast and saltwater. Really , a non-issue.

Just drive the car.
