Atom possible in Spain?

Does anybody know if its possible to register an Atom in Spain?

No, I think, there have been a couple of threads about this. I was stopped when driving through Spain, neither of us could communicate to each other and I think out of grumpiness PC Plod made me hang around for an while whilst he looked at the car paperwork and then sat in his car for no reason for about 15 minutes.
