Neither is "When Will His Silly Head Remember Just How Easily Each (and) Every Rabbit Has His Hare."

It's a mnemonic

Opps, sorry. I was just commenting on ways to remember the visible light spectrum. It's how my kids now recall it.

So is WISP an acronym for Wireless Internet Service Providers?
