I suppose it's one way to avoid the congestion charge but we've moved out of the dark ages up here in the north.

I was really referring to the horse and cart not paying congestion charges but with regard to recycling, we have weekly collections by the local councils up here so don't have to rely on private enterprise to do it.

You have, however, reminded me of another thing I remember:-
