Here's a link to every state's vehicle department.  Including American Samoa, all of Canada, and Guam!

Start here, do your reasearch, and then post questions!

Here's a helpful link:
http://www.erareplicas.com/statereg.htm

ERA makes replicas of Cobras and GT-40s.  The above link is a state-by-state listing of individual owners' experiences with registration.

And here is the new webpage of my original post:

Unfortunatey its very different for Cobra owners because they are "replicas"... the Atom really isnt a replica of an previously acceptable register vehicle in the states.  Still good info though!

Well, thanks largely to the Tenth Amendment, that varies by state.

Pennsylvania makes absolutely no distinction between a replica of a "previously acceptable registered vehicle" and a specially constructed car like the Atom.  I think in that New York is an exception, not the rule.

Interesting...whats also interesting what SEMA has already been sucessful in helping pass, to a degree in numerous states so far... http://www.semasan.com/images/CustomRods.pdf

Depending on the wording in each respective state, most of the SEMA stuff will not help us much with the Atom (the SEMA changes to the IL statutes didn't look too helpful for me, but I didn't need it).  Generally it is tied to vehicles that resemble older vehicles.
