Want to get an atom in new york

Getting closer to ordering. I have contacted Craig and also the New York DMV. It looks like the major impediments to registration are as follows.

1) I need a windscreen and wipers and defogger - craig said thay are working on this as an accessory add on.
I wonder if I should show up at the inspection with a helmet and see if they let it slide. Any views on this??

2) I need bumpers- I figure they will be easy enough to fabricate and be easily removable.

I am concerned with the 245hp ecotec meeting smog tests. May go with the 205hp engine instead.
Progressive will insure the atom for unlimited mileage-liability and theft for $900/year but I have existing cars with them.

If I order now - whats the wait??
