It generates an instantaneous error, so it is probably something on the server and not a network problem.

A support request would probably come back as "Upgrade to the latest version and report back if it still isn't fixed", particularly as we're so out-of-date. I don't know anything about the internals of this software, and with it running on a Windows box, I couldn't help anyway.

It definitely seems to be a permission thing although i have check and triple checked them. And no it fails on the latest version too, and on the gallery. I now pretty sure it relates to the way PHP is setup on the sever and there is a setting somewhere that is at fault. and it seems I'm not the only one: http://www.simplemachines.org/community/https://atomclub.com/phpbbnew/viewtopic.php?t=4 and yes i have worked though all of the suggestions on this page. I will spend some time on it this weekend and hopefully crack it.

Ha, right i seem to have sorted it. Unfortunately I'm not 100% sure which setting it was as i changed about 15 at once as each one required a restart of iis, most of them were silly things like the time zone etc, but i think the guilt one was the temp directory set to the windows temp by default, like you allow web server access to your windows directory, i think not. Anyway seems OK, let me know if there is more problems.
