Usually not enough people vote so I make it up as I go a long.  I make the rules so you may think your photo fits a category, but I may not

I'm assuming that a sufficient number of votes were collected when the polls were open.  If so, then it's not so much a job of judging as it is to just tally the results.  So partiality shouldn't be a concern.
