I suspect that as it is an Atom Cup car it would not have been road registered whilst racing.
After the series wound up, the owner probably made it road legal and registered it in 2016, technically making it seem to be a newer car than it actually was. Without speaking to them it's impossible to tell whether he's being open or not. Lots of cup cars had bumps and bruises but as long as they have been properly repaired then they would be ok. It does seem like strong money though considering its history.
